It was rather obvious, I'm surprised nobody brought that up.
Theories: 1. He already has an out-of-control Geass and it must be SOMETHING BIG so he had to seal his eye. 2. Seeing that Sharuru is immortal and possibly a virus Geass-spreader, he could've given Bismark Geass. Except that... well, wrong eye.
