I'm pretty sure that the thought has crossed his mind before. But robbing his targets of free will is something that Lelouch has absolutely tried to avoid up to this point. The fact that he has taken this step shows a very important development in his character development. (i.e. Like Suzaku, he's pretty much hit rock bottom and gone "screw it all".)
