I don't think he's being a bad emperor... as in this isn't how he would have done it. They keep discussing this 'requiem'...I'm pretty sure this behavior is a means to an end, which I don't really think he wants to do, but Suzaku and Lelouch see it as it needing to be done. (doesn't excuse them, but..) I'm sure I made no sense whatsoever :/
