I totally agree with you about Lelouch and Suzaku's plan. Lelouch has always made himself look the villain part even though he more noble intentions (i.e. the kidnapping of Tanzi). Both Lelouch and Suzaku have always said that they don't need others to understand their actions and that they don't give a rat's *** if they are hated in the process. If you've ever watched Scrubs, JD made an observation that being a good leader means "uniting everybody...by giving them someone to hate". That is essentially what Lelouch and Suzaku are trying to do.
