Well, everything you said makes sense, but considering that there's a lot more people who know about Lelouch's Geass existing now, it's not that far of a stretch for Suzaku's Live Geass not to be going off since he can just claim that he was Geass'd into serving Lelouch. I doubt anyone but Lelouch and maybe Jeremaiah know about Lelouch's Geass' "One Command per person" limitation... not that it matters now that he figured out the obvious way around it.
