Methinks that spleener, shadowbree, and chinko_inkei are on the right track. What I'd like to add is that to gain a Code, you have to take it from the Geass Giver, and Rolo would have never had a chance.
But since I think the children at the Cult were "farmed" rather than contracted, there are different rules that apply.
