Probably Lelouch and Suzaku - why else would their plan be called "Zero Requiem"? They've thrown away all their chances at sympathy or redemption to achieve their nebulous plan, it's just a matter of who else gets to be collateral damage. Though Sunrise could cop out and let them live on as different identities.
If you take the charitable interpretation that they're purposely not telling people like Kallen and Gino about their true intentions to drive them away so they wouldn't become casualties, there may not even be any more deaths.
I would like to believe that Lelouch and Suzaku have grown enough to stop sacrificing unrelated lives for their own selfish ends. If the writers want to retain sympathy for them they have to prove that they are not as bad as Charles or Schneizel; while the audience may not care all that much about random faceless goons, the more sympathetic characters they kill the less chance they have of proving that Zero Requiem isn't just some madman's plot on the order of Ragnarok.
