I believe Sunrise intended it to be open-ended, considering how they left sufficient evidence to support either theory. Ultimately it's really just what we choose to believe. At the moment, I remain undecided.
If he stayed dead, then his sacrifice will take on a higher level of meaning because of his martyrdom. Also, it won't seem as though Suzaku got the shitty end of the deal.
On the other hand, if he survived, his sacrifice is still very great, considering how he chose to ruin his reputation for the world's better future. Besides, I'd like to think that Zerozaku spends his holidays with Lelouch in a shack on Jeremiah's orange farm. 8D
