That's the thing: C.C.'s line can be interpreted in many ways, and I think that's deliberately so. I don't see why people feel other people has to see it their way.
For me, I like to believe Lelouch is the cartman because of that little gesture in the end. C.C. is already looking up to the sky, so if she's talking to herself she can just maintain her posture, like Ougi when addressing Naoto, or Kallen who speaks to Lelouch in her mind while doing other things.
