I'm looking through a list of characters from Code Geass and I can't find anybody who fits that person description. The other person died first season.
Maybe it was just some random annoying passerby Or maybe it was Kanon, he kinda does fit the description. Yes it has to be Kanon he's the only person I could see being up there.
