I thought to but they're given this age and birthday (as of R2): Cornelia (28) 1990/01/13 O Capricorn Schneizel (28) 1990/02/14 AB Aquarius [Note: his birthday was changed from 04/01]
Therefore if they are the same age but Cornelia is born in January it doesn't really matter if Schneizel is born in February or April... he's still younger...
Though CG ages confuse me a lot. Cornelia didn't seem 11 years older than Euphemia (she died at 16) in the flashbacks in which she's hugging her...
