That's because polygamy's not an ostracized tradition for the royal family - and he's doing just like kings of old - fathering children so that they be put at the head of the various colonies, protectorates and conquered lands his nation has - therefore acting like faraway pawns. I dunno how many wives Mr. Bigwig has, but there are twenty children or so - Nunnally being the youngest, IIRC. And, yeah, Lelouch is the seventeenth in the succession line (Euphemia, Cornelia, Schneizel and Clovis are all older than him). He's the eighth prince, though.
I don't think the other princes and princesses will get screentime, though - unless they all perish in some sort of nuclear detonation or a terrorist attack takes them all out in one go. At any rate, the show will focus on Lelouch bringing down Cornelia and Schneizel, not to mention the background 1st Prince (a bearded guy just mentioned in passing and seen at Clovis' funeral) and Mr. Biwig himself.
Details about his family's exceptional size are purely superficial. The only thing we need to know is that there are sparks within it and that they're fighting each other for various reason - like purism, greed and desire for more power.
