He definitely has problem cleaning up. The way I see it...Suzaku's chronically passive about taking the gun (not that I blame him after what happened the last time he did take steps) and Lelouch's chronically passive about pulling the last trigger. He's downright scared of the idea. The #1 reason why a Lulu-Raito comparison is very, very misleading.
I mean, would it seriously hurt anything if he killed Viletta back in #2? Nope. I'm not sure if this translates in him being very secure or very insecure.
