I may be wrong but since this is the Zero Requiem cover is it possible that the the reason Rolo, Nunnally (he thought she was dead) and Shirley are on it because they were the original inspiration for the plan?

Might actually be the case. Remember in Turn 19, Lelouch does name them, when he is looking at Rolo's grave. //though, the plan was not really conceived till Turn 21, still.

I think the fact that those important to him were either dead or had betrayed him (yes, I am ignoring you Milly and Rivalz) made it that much more easier for him to throw everything else away and go through with the Requiem thing.

The way he faltered when Nunnally turned out to be alive (prompting Suzaku to kick his ass)seems to indicate that he mightn't have thought up such a plan if he hadn't thought she was dead.
