You ever tried picking up a Rough Collie? They're not exactly light! And considering Lelouch's physique it's sad to say that a dog could easily pin him to the ground. So something like a Great Dane could and would probably kill the poor guy. XD

Basically, just when you think that Lulu's dead, rumors start that he was driving the cart that CC was on at the end. Then when you realize that wasn't actually Lelouch, Sunrise releases this, insinuating that he isn't dead, even though we know he is, which raises questions of 'is he dead or what? SUNRISE WTF R U DOIN?!'
