A Code Geass Gaiden OVA DVD has shown up at Amazon.jp and other online shops with a November 2011 release date. 2ch is speculating.

That's slightly disappointing if, after all this time, it's just going to be an OVA.

Kinda figured it was since its a sidestory and not a continuation or AU, but I would have preferred a TV series instead.

Well I just hope it has at least 12 episodes or something.

That would be odd, because both of those are already listed (and, technically, have been since 2008 and 2009).
