I don't think neither of them looks that well in this artwork, including Lelouch, but then again a lot of official promotional art for Code Geass suffers from similar issues. They'll look better in motion.

As for the webcast...it is probably going to be region-locked, no?

not sure of that. i haven't run across any anime related webcasts that have been, so i would guess this would not be.
