A) Another of Lelouch's siblings (possibly even a full-blooded brother? that was assumed 'dead' at one point?).
B) Someone who knew Zero was Lelouch and attempted to copy Lelouch, and is a wanna be Zero follower.
C) A failed 'copy' of Lelouch, with a bad haircut.
D) Originally one of Lelouch's rough designs that they didn't want to scrap.
E) A complete random 5 second BG character.
F) A mix or all of the above.
