It's not a rumor.
In the picture drama 7, the student council make a "gender festival" so the boys are dressed like girls and girls are dressed like boys.
Luluko wears a dress and have very long hair, and Sayoko call him Luluko because most of japanese female names end by "ko". So Lulu+ko = Luluko.
It's the same for Suzaku, who called Suzako.
If you want to see this picture drama, search it on youtube because it's really funny to see Lelouch and Suzaku like that. ( and Lulu blushes a lot XD )
