Hah yeah, I would've pictured Kallen to be a little bit smarter, I mean, didn't she have really good grades at school and everything? And she was smart enough to act weak and dainty as a student to throw off any suspicion on herself as a terrorist, right? xDD;

Yeah I think they didn't give her enough credit for her intelligence.

But I think Kaguya's intelligence is too far-fetched... unless she's been hiding her Light/L-ness underneath her ZERO IS MY HUSBAND-ness xD

Intelligence-wise, Kallen is pretty impressive (she was one of the top students at Ashford), but she's sort of....clueless/gullible sometimes. That's probably why XD

I'm of the impression that these starts are based on Lulu's perception. Lelouch is quite smug to max out her loyalty bar. She doesn't just mindlessly follow his orders now. That was season 1. As for intelligence, I'm finding it hard to accept that she's below average. This is why I think this is from Lulu's pov. His standards are on a different level, so will be his basis for intelligence - like Laksharta level. And of course Laksharta is on a different plane herself. From my pov, Kallen has normal intelligence in my opinion, which would be average/above average. She should have at least reached half-way point (60-80 pts. at least) Lol. Look at Tamaki's stats! He might have entered those stats just because Tamaki's pisses him off.
