I'm guessing "intelligence" is figured into ability to come up with good strategies during battle. If that's so, then Lelouch's measurement of Kallen's intelligence would be pretty accurate, since she's more of the one who carries out the orders rather than the one who makes them up.

Kaguya...give her some mech piloting lessons and she'll be the most unstoppable waifu ever!
