Yeah, I get the feeling that Rolo would be pretty popular at school if he wasn't hanging out with Lulu all the time and thus being overshadowed by him.
I dunno about the whole preps/goth/emos thing, but I do like the basic plot of Lulu trying to clean up his school for Nunnaly's sake. Charlie's role is about right, I figure that he would either be the principal or Lulu's dad (or both) who would constantly embarrass him (I figure in a normal world Charlie's character might have a bit of an FMA Armstrong-type slant) because that's the sort of relationship I think they'd have if they were a normal father and son. Rolo and Nunnaly would both be Lulu's siblings (maybe twins) and both adore him, Lulu would always pamper Nunnaly but be an asshole and take advantage of Rolo's undying devotion to him.
All of the royal half-siblings would be changed to cousins. Cornelia would be the cool/athletic girl that all of the underclass girls would idolize (like Tomoyo or Kyou from Clannad.) Most of the adult cast would be teachers/staff; Toudou would be the Kendo coach, Viletta would remain the gym teacher, Tamaki would be the janitor or some similarly shit job.
Seriously, there's so much win you could create with this scenario.

And btw, I love your idea with the everybody has a Geass thing.
Gino's would like, be an incredibly annoying "Instant sexual submission"
And like, in the middle of the story it goes out of control.
And then everyone's running around going "OH MY GOD GINO'S GEASS IS OUT OF CONTROL IT'S LIKE AN ORGY IN THE GUYS' LOCKER ROOM!"

And I like your idea of Rolo's role. Better than mine<3 Mine was Lulu pretending to go out with Rolo so he'd help him reform high school. But to cover up their "dating status" to everyone but Rolo, he told everyone they were long lost brothers and had recently been reunited on Oprah.

Fanfic wouldn't do it justice, period. It needs to be animated. SUNRISE FUCKING NEEDS TO DO THIS, IT WOULD BE THE MOST EPIC WIN EVER. Or at the very least it would piss off the people who always go "OMG WHAT THE FUCK IS THIS STUPID WACKY SCHOOL EPISODE DOING HERE I WANT MY GIANT ROBOTS AND KEIKAU DOORI ANIMU MAN FUCK THIS SHIRLEY BITCH."
While they're at it they also need to do my idea of a HiME/Otome spinoff series that's nothing but random one-shots each focusing on a different character, ranging from wacky AU shit (MAGICAL GIRL MIDORI COMPLETE WITH COPIOUS AMOUNTS OF NANOHA REFERENCES FUCK YES) to backstory/side story episodes. But that's a different topic entirely.
