She was asking if Lelouch hates her for giving the Geass and all. He said for witch like her to say it's very unlikely. And then later C.C gumline comes out. Which is "Hurry up and come back to make me smile" And Lelouch said it's a promise.

And there was an almost kiss before Kallen comes in.

About the Kallen and C.C part. There was no give up on romance or she knows Kallen love her more etc.
