Yeah, it's a fake, shooped from Kallen and Lulu's kiss in R2 episode 22.

...actually, if I recall correctly I think it was somebody in this comm who made it.

It's a fake done using the Kallen Kisses Lelouch scene.
If you pay careful attention you can notice "Suzaku's" hand hadn't been coloured in black perfectly and you can still see a pinkinsh part near the nail...
