I believe Lelouch was in my opinion. I liked Shirley though. She was my third favorite, and with C.C. being second.

Haha it's all subjective, really. I didn't mind Shirley (I think most of the characters are amazing), but Lelouch really is the best character in CG and possibly throughout the anime genre, imho.

My personal favorite is still the one in my icon, though.

Shirley definitely doesn't deserve the amount of ire she receives. (Though, I don't think any of the characters do; the series is deliberately too complex for "heroes" and "villains".)

However, Shirley always seemed to toe the line between being a character and a plot device. And ultimately, she was just a plot device (http://en.wikipedia.org/wiki/Women_in_Refrigerators).

Shirley, ultimately, seemed to serve as a reminder for Lelouch that a) there are innocents who get caught up in every conflict and b) there is true kindness in the world.

I agree with those who say she may not be the best but she is probably the kindest. I utterly adore Shirley but she simply didn't get enough development to be the "best" IMO; I think Lelouch gets that spot.
But seriously, fuck the haters. I don't care if you're sort of meh about Shirley or didn't really care about her death or whatever - I can understand it even if I happen to like her myself - but how do you actively hate Shirley?
