To be honest, she is one of my least favorite characters... I really didn't like her for a while, but I disliked her less as the series progressed. I agree with everyone else in the sense that I definitely wouldn't call her the best considering the flashy cast of characters to compare her with, but I can see why others can appreciate her.
For the record, I'm a fan of C.C. and Schneizel. ^_^

I found her mildly annoying at first, to be honest, but her relationship with Lelouch was sweet and the death scene was brilliant. Ultimately I feel her value as a character was still there since, as someone mentioned earlier, she is an excellent reminder to Lelouch that innocents will still get caught up in conflicts.
And I love how she represented the average, "normal" girl who bears a true yearning to understand the boy that she likes.
She's a delightful character. Not, in my opinion, the best, because she couldn't have carried the main storyline that is Code Geass. But she's one of the sweetest "schoolgirl with a crush" tropes that I've seen, and beautifully effective at that.
I have to disagree, here. Shirley annoyed the heck out of me, from the first moment she appeared. While she's no longer my absolute least favorite character, she was for a pretty long time. I still don't like her, though.
Turning things around, Lloyd will always have the honor of being my favorite.
Lol, best? Lelouch was the god of series, he was the best. Shirley was kind and all this jazz and a likeable chara and her death sucked ass but that does not equal being best.
Maybe it would be better to pose something a little more beyond such a vague reference point like "best" (best, in what sense?)
Perhaps a question like "Was Shirley actually necessary for the plot (and hence play an important role in CG)?" would make more interesting fodder for a spirited debate?
I suppose, although it should be phrased so it doesn't sound so biased. Asking "Was (character) actually necessary?" sounds inflammatory and combative. "Let's discuss Shirley's role in CG and its level of importance" is far more neutral, but still not perfect. Not to mention that the second half of the series would have gone COMPLETELY differently without Shirley. Without Shirley's death, Lelouch wouldn't have attacked the Geass cult, and thus wouldn't have sewn nearly as many seeds of rebellion amongst the Black Knights; without having shot Villetta, she would never have ended up with Ohgi, which also helped to sew the seeds of rebellion amongst the Black Knights. In addition, if there was no attack on the Geass cult then Cornelia never would have been freed, nor would Lelouch have seen the World of C. I could go on but...seriously, R2 would have been really different without Shirley.
I definitely think Lelouch was the best. (Although, he was kind of in the spotlight all the time so it's hard to look past him XD)
Shirley really, really annoyed me at first because she seemed so stereotypical, but she proved to be much deeper than I'd thought. She understood more than I expected, particularly in light of Lelouch.
Everyone loves different characters based on our likes and dislikes. Code Geass hits almost every possible kind of character out there (I think anyways).
Although the "innocent school girl" character doesn't really get to me because I see it too often, she was still important to the plot in some aspects. Sometimes I just think that female characters are very rarely developed in a deep manner, so because of her very flat personality, she wasn't my favorite. But she was still good for some reasons.

Code Geass seems to seek to please all of the people some of the time rather than some of the people all of the time; the characters and show elements are sampled from a wide variety of genres and tastes. Which is probably why there's such a broken base over characters, pairings, R1 vs R2, various arcs, etc.
in my opinion the best is suzaku, he's a complicated character who u can't help but love even though he could be a bit naive...what i like most about him is his kindness though :D
on the other hand shirley is a nice character but she is not the main force of the story, after all there're so many characters in cg who also contribute to lelouch resolve at the end; and then there's euphie who has similar personality but her death sadden me more probably cause she didn't even realize what she'd done before her death (my personal complaint against lelouch) ;(, while shirley was just an innocent who was caught up in rolo's stupid brother complex it's tragic nonetheless.
Well, I definitely think she was one of the most admirable characters in the show and personally she is my favourite female character, but Lelouch wins for best character overall imo.
I disagree. She's nowhere NEAR as complex and fascinating as others (even Lloyd had more depth to him). In truth, she annoyed me from the first episode and I was never happier than when she was killed. Sooo....yeah. Just my opinion :)
I found Shirley to be an annoying side-character throughout the series, but I do love how Lelouch (was my favorite, followed by Cornelia) became more revenge-driven after she died.
