Maybe it would be better to pose something a little more beyond such a vague reference point like "best" (best, in what sense?)
Perhaps a question like "Was Shirley actually necessary for the plot (and hence play an important role in CG)?" would make more interesting fodder for a spirited debate?
I suppose, although it should be phrased so it doesn't sound so biased. Asking "Was (character) actually necessary?" sounds inflammatory and combative. "Let's discuss Shirley's role in CG and its level of importance" is far more neutral, but still not perfect. Not to mention that the second half of the series would have gone COMPLETELY differently without Shirley. Without Shirley's death, Lelouch wouldn't have attacked the Geass cult, and thus wouldn't have sewn nearly as many seeds of rebellion amongst the Black Knights; without having shot Villetta, she would never have ended up with Ohgi, which also helped to sew the seeds of rebellion amongst the Black Knights. In addition, if there was no attack on the Geass cult then Cornelia never would have been freed, nor would Lelouch have seen the World of C. I could go on but...seriously, R2 would have been really different without Shirley.
