I definitely think Lelouch was the best. (Although, he was kind of in the spotlight all the time so it's hard to look past him XD)
Shirley really, really annoyed me at first because she seemed so stereotypical, but she proved to be much deeper than I'd thought. She understood more than I expected, particularly in light of Lelouch.
