in my opinion the best is suzaku, he's a complicated character who u can't help but love even though he could be a bit naive...what i like most about him is his kindness though :D
on the other hand shirley is a nice character but she is not the main force of the story, after all there're so many characters in cg who also contribute to lelouch resolve at the end; and then there's euphie who has similar personality but her death sadden me more probably cause she didn't even realize what she'd done before her death (my personal complaint against lelouch) ;(, while shirley was just an innocent who was caught up in rolo's stupid brother complex it's tragic nonetheless.
