Both sites listed it as yoo-FEHM-ee-a, though one also listed -FE- as proper. So it's not an error per se, just the less popular pronunciation of an unpopular name.
It means "well Spoken" interestingly enough, and is derived from the Greek Eupheme. One person says it also means "good reputation" ironic, isn't it.
Another site claimed it was scottish, but it wouldn't load fully.
My guess is that they went with euPHEmia to better mesh with the nickname Euphie/Euphy. Interestingly, the most popular nick for it appears to be Effie. One's even called just Phemia.
Some thinks it sounds like a disease.
As a sucker for rare, regal sounding names, I might end up using it in the future. It doesn't get much rarer.
