This was originally in poll form, but that failed. Oh so miserably.
Post-Turn 18, there is some obvious confusion about the inhabitants of Tokyo Settlement, most obviously Nunnally, Romeyer, Sayoko, Guilford, and Asahina (who are listed as 'missing' on the official site). Assuming FREYA acted as a bomb rather than a transporter of some kind (which actually seems more likely given the visual effects), the survival of pretty much everyone in the blast radius is entirely up in the air at this point. Weirdly, this includes characters like Milly and Rivalz who don't seem like they should be subject to these sorts of things but were nonetheless inside Tokyo when the power went out, and thus were probably still inside when Nukezaku blew everything up.
I do think that Nunnally and possibly possibly possibly Guilford survived, because Charles has various things that he could do with them and various failsafes to get them out if he so desired. And, although I really really want Sayoko to have survived, I don't think she did.
I seriously doubt we'll get closure on Milly and Rivalz. They're just not that important at this point.
ETA: Milly and Rivalz aren't important TO THE PLOT, I mean. They're obviously important to Lelouch and, in Milly's case, important for exposition purposes.

Also, the Geass homepage says that they're alive. So they're alive.
FLEIA looked more like an imploding bomb... Besides, how could Nina make a transporting bomb? Why would she be so eager to set it off?
Someone else said that there's a chance that Nunnally survived. If you look carefully, there's two different ships. Nunnally got on one of them, but where did Ms. Romeyer go? On the other ship. And why did it take so long for Nunnally's ship to leave? Surely it should have been gone a long time before the implosion. It could be that Ms. Romeyer was caught in FLEIA's range and that Nunnally and Sayoko are fine. But like you said, Guilford is a goner. ;;

In any case, next Sunday is going to be EPIC. And with a show like this, that's really the only thing that matters.
