Lelouch is human, which means his motivations and emotions are going to be affected by events around him. If anything, I think Lelouch used Shirley's death as another excuse to "hate" Rolo, while deep down, I think he still had feelings for him. If Lelouch truly hated Rolo as much as he claimed, I think he would've killed him off earlier rather than keep him around "because he was useful." Claiming he's of use is another excuse, I think. Whether he would've wanted to admit it or not, Lelouch was still affected by the time he spent with Rolo.
The means in which Rolo died would have also had an affect. Rolo died saving Lelouch, and in a way that he knew was going to kill him. In a way, Rolo was very aware that he was dying to save someone who claimed to kill him, and Lelouch knew that as well. That would have some affect on a person, even if they claimed to hate the person that died for them.

Even though I agree with the second part of your comment, this seems to me like a pure speculation. I can see a lot of reasons why Lelouch would find Rollo useful while keeping him alive, and not that he was too eager on keeping him alive. It is your personal view, it's OK, but I think there's nothing in the show that could actually prove that.
