If anything, I think Lelouch used Shirley's death as another excuse to "hate" Rolo, while deep down, I think he still had feelings for him. If Lelouch truly hated Rolo as much as he claimed, I think he would've killed him off earlier rather than keep him around "because he was useful."
Even though I agree with the second part of your comment, this seems to me like a pure speculation. I can see a lot of reasons why Lelouch would find Rollo useful while keeping him alive, and not that he was too eager on keeping him alive. It is your personal view, it's OK, but I think there's nothing in the show that could actually prove that.
