You know, after thinking about this, I would have to say Shirley. I loved Euphie, and her death was tragic and horrible, but It was also one of the parts of the series that made me go, "HOLY SHIT THIS IS AWESOME." It was the first time Lelouch fucked up SO horribly, and it was shocking as hell that they actually had Euphie massacre a bunch of Japanese people and then had Lelouch shoot her down in front of Suzaku. That was a pretty integral part to the series, and really weighed heavily on how the rest of it played out.
As for Shirley, it really didn't contribute a lot to the overall plot, it was just pretty random and tragic, and a pretty devastating blow to Lelouch. Although I think it's better that she wasn't around for the end, because I don't think she could've dealt with how things ended for Lelouch. Shirley was such a sweetheart and died in such a senseless way. T_T And Lelouch actually wanted to distance her to keep her out of harm's way, and the way he failed was terribly heartbreaking to me.
