Reason #1: She had no clue why she was dying. Lol geass.
Reason #2: She died after carrying out (beyond her will) something absolutely abhorrent to her. At least both Rolo and Shirley died fully in control of their own desires and will and doing something they believed in.
Reason #3: With her died 95% of the chance of GOOD END. Ever since she died, this show's been a downward spiral of doom, gloom, and overwhelming personal tragedy. I think it's mostly this that makes her death most tragic to me.

Shirley's death is definitely up there, though. When Lelouch was screaming at her to live and geassing the crap out of her, my heart broke. ;____;

I'd say Lelouch's death hit me the most. I kind of laughed at Euphy's death (I'm a bad person) and Shirley's I felt was necessary (felt bad, but didn't dwell too much on it). Rolo's was depressing though but it was kind of rushed towards the ending. Lelouch's was perfect I think.
Though overall in the series Euphy's death has the most impact on the characters.

I rate it base on the music and the situation, actually.
Lulu and Shirley is 1st and 2nd because of the screams of their belove people at that time :( Rolo's death was accompined by good music to make it more touching. Euphie... well, her death is sad and she's not suppose to meet that end, but to me the scene was not emotional enough.

Shirley's death left me in DESPAIR though, so it was probably the hardest on me. She was locked in a world of lies and questions without answers. She had no one to trust, but when she finally chose her path, she was murdered for it, but a jealous teenage boy. All she ever wanted was to be with the person she loved.
And in the end, in her death, she resolved her feelings and realized that yes, she was going to die, but if she could be with Lelouch, she didn't mind.
The smile as she cries was just HEART WRENCHING. I swear.
Euphie's death hit me hard and made me teary eyed, but it wasn't enough to make me cry. She was lied to til the very end.
Rolo made me almost lol, it wasn't as good as I expected it to be, in all honesty.

But if I had to choose... I'd say Euphie. Lelouch, at least, accomplished what he wanted. Shirley's was sad, too, but at the same time she had a sort of closure. Rolo's is right up there with Euphie, because his whole "You were lying, right, nii-san?" thing just broke my heart, but...
Euphie had no idea what was happening, she thought she'd done a good thing, and she ended up being hated forever. That was completely heartbreaking for me.

Personal preference? Rolo, because uh, yeah. Plus, he died believing Lelouch's lies and argh reminded me of Euphie SO MUCH.

I actually felt really bad for Clovis - his death was so pathetic, he was begging for his life, well aware he was going to die and powerless to stop it.
Euphemia as well, was powerless, although at least she died believing she had done the right thing.

With Euphie, despite the fact that Lelouch was the one who caused her horrible death and everything that preceded it, I still felt bad for him for having to shoot a sister he obviously loved, because there was really nothing else he could have done for her at that point. It was a heartbreakingly tragic and poetic moment, amid the over-the-top, unintentional silliness of the whole situation. And, as was already mentioned, it was the moment where the last boat for Happyendville sailed away. Or rather, collided with a massive glacier storming out of the left field, Titanic style.
Shirley, because it was the straw that broke the camel's back. The very fact that she died just as Lelouch finally let go and decided to allow himself to love her is tragic enough, but it was also the addition to the long line of terrible and pointless personal tragedies that made him crack and start making mistakes he would later pay for dearly. And that's without even getting into how she basically died because she loved him and just wanted to make him happy, and that she did it knowing fully well what he's capable of.

...If the glacier was laden with C4 that exploded on contact, and great white sharks started jumping out of the water to snag screaming passengers off of the deck, and then everyone spontaneously combusted in the water. Because really--that was the most outrageous thing I've ever watched. Crash and burn x2493.
I still contend that they had one last gasping chance for GOOD END, but then lol Kanon and lol FLEIJA happened. Oops.

Poor little girl, brave and kind, wanted a better world... almost achieved it. Fuck you, Murphy, and fuck your laws. Happiness was so close. I hated Suzaku in the R1, but I really like that coulple.
And I really was quite sad about Mao's death. He deserved it, but death from person who was everything for him... Very tragic.
And I can't forger Urabe's heroic sacrifice and Senba's death. Proud brave warriors, nobody mourns their death, 'cause we have sweet girls and boys. Damn you, Geass fandom.
