I realize that they might be referring to a Japanese law, but it'd still be a woefully inadequate cite. Something like "clause 1, paragraph 23" would normally be the tail end of a more complex cite including title and section numbers.

I'd like to know who this letter was sent to, and whether it's translated.

Hmm, okay. After looking around I found a different translation that refers to Article 23, Clause 1 which actually could make sense. Never mind!

Article 23, subsection (?) 1: "The author shall have the exclusive right to make the public transmission of his work (including the making transmittable of his work in the case of the interactive transmission)."

Translating organizational structures is the most painful thing ever. Things like article vs. paragraph vs. title, or ministry vs. department. Ugh!
