Could Milly have been in love with Shirley?

Just randomly thinking...  Shirley accuses Milly of being a perv, but most of her on panel scenes of yuri-ness seem focused on Shirley. Milly is also oblivious to Rivalz interest, nor does she take seriously her engagement to Lloyd. 

YES, she tries very hard to set up Shirley and Lulu, but that could be a case of ;I want my beloved to be happy.' She may realize she can't get Shirley, so she decides to do what she can to make Shirley happy.

They debunked CC. Not Kallen.
And sure, they didn't say outloud which was the official pairing, but one was sunk and the other was given a fair ammount of ++++. So one can say they pretty much said it.
But lol, people ship whatever they ship. If people are happy/dicontent with that, it's their problem.

Someone thought too much of Kallen/CC ?(not that I mind. If it was me they'd have dump Lelouch and hook up. BFF forever ;)
