Everyone loves different characters based on our likes and dislikes. Code Geass hits almost every possible kind of character out there (I think anyways).
Although the "innocent school girl" character doesn't really get to me because I see it too often, she was still important to the plot in some aspects. Sometimes I just think that female characters are very rarely developed in a deep manner, so because of her very flat personality, she wasn't my favorite. But she was still good for some reasons.

I agree. Code Geass seems to seek to please all of the people some of the time rather than some of the people all of the time; the characters and show elements are sampled from a wide variety of genres and tastes. Which is probably why there's such a broken base over characters, pairings, R1 vs R2, various arcs, etc.
