romance in geass

Do you think that Lelouch loved someone romantically in the end?There have been hints with C.C., Shirley and Kallen.Personally i think that the staff was going with C.C. and Lelouch in the first season and in the second they took the route for Lelouch and Kallen.Shirley was in school and it was hard in the first place.
What is your opinion?

Nunnally was always first. That's a given. Who gets second chair is up for alternate interpretation, depending on how you viewed Lelouch's priorities.

I'm not sure how you can interpret the ending as being anything other than that, really. Add in the fact that Nunnally and Suzaku are the two people he has canonically admitted to never wanting to Geass, and I always thought it was incredibly obvious. Putting romance aside - Code Geass starts and ends with Suzaku and Lelouch.
