Do you think that Lelouch loved someone romantically in the end?There have been hints with C.C., Shirley and Kallen.Personally i think that the staff was going with C.C. and Lelouch in the first season and in the second they took the route for Lelouch and Kallen.Shirley was in school and it was hard in the first place.

C.C., Shirley, and Kallen were all important to Lelouch, for sure; I don't think anybody can reasonably argue that. The issue is whether or not his feelings were romantic or platonic. I think in his heart he had some romantic feelings for all three, but felt very confused about his own feelings and had a lot of bigger things to worry about. I can find evidence of all three pairings in Lelouch's words, expressions, thoughts, and actions as seen in the show itself.
One could also make the case that each of Lelouch's personas went with one romantic interest: the normal school student Lelouch Lamperouge with Shirley, the rebel terrorist leader Zero with Kallen, and the fallen prince with the power of the King (and later the Emperor) with C.C.

i'd probably just say, that kalulu has a tiny+ compared to others, due to the poems released with geass best and the lines that sunrise had in the site a bit after the finale. they did push a bit kallen-lulu there, but well, what do i know? i am biased and by the time someone is biased, objectivity stops inevitably. |D

Seriously though, when I was pretty new here, somebody brought up the subject of romantic relationships and I mentioned some stuff I'd read on TV tropes (which at the time didn't cite specific sources beyond "post-series materials"; now I know it's in the Complete Guidebook and also an interview with C.C.'s seiyuu) about how the creators Jossed Lelouch/CC and AFAIK kind of said Lelouch/Kallen was the official pairing. Or something. Then a big argument broke out because I had no idea what exactly those post-series materials/interviews were.
Personally I don't care if that's what the writers were intending; what's important is what's actually there in canon. Then again I've become very fond of the idea of Death of the Author thanks to George Lucas and Upton Sinclair making me face-palm.

i am not sure about tv tropes and stuff and i actually have forgotten a few stuff over time, but there were a few debates over translations and stuff, that supposedly hinted towards a couple and the other.

(Perhaps, also, the "echo of the non-conflicted Prince he might have been" persona fits with Euphemia? It might have been only sibship between them, but it seemed a different sibling relationship than he had with Nunnally.)
I also agree with you that a fan is likely to argue for the 'ship that appeals to him/her most. I tend to side with the "he had way too many other things to worry about" faction, even though I have my own preferences.

I think Lulu and Shirley were the best couple. She suits him the most and I believe that Shirley has the best capability to be there for Lelouch and to understand him.

He definitely cared deeply for all 3 of the girls but I don't think he ever paid close attention to romance at all. Too busy fighting Britannia.

Ah, no. It was like this in the beginning but she came to love him for who he was ultimately. Re-watch her monologue in R2-22.
C.C. seemed more like an accomplice than a lover (and she's too old for him anyway)
And C.C., did comfort and helped Lelouch a lot of times, past the accomplice-role. /and she certainly did like to tease him a lot which eliminates the age-difference too.

except Lulu/Nunna, because who says "aishiteru" to their siblings? oh Britanniacest.Although I must confess to enjoying him in particular with (in order of preference) Suzaku, Euphie, Kallen, Milly, Shirley, Nunnally, and Schneizel. Also I do love me some Cornelia/Luluko.
(I see C.C. as (for a long time) a little too detached/jaded to really be interested in a relationship, but I think if they'd had a little more time things could have easily gone in that direction.)
As far as canon goes, though, I gotta stick with the "he had no time to worry about that" side.

Personally though, I like my Lelouch completely asexual, aromantic and clueless, but I do ship Lulu/Rolo inside the latter's mind xD. Yeah, it's somehow different from claiming that I ship it as one-sided on Rolo's part because Lelouch too has done a lot of pseudo-otoutoincestual things, he just doesn't perceive them that way because of his utter cluelessness~
