There's an order in the bracket.
It's about Japanese grammer. One of the many tenses in verbs is "request tense" (something like that. I don't know the proper term). And Lelouch used that tense when making examples.
Now that he know his geass is permately on, he can avoid giving orders by not saying anything in request tense at all.
In Lost Colors, that's how Rai prevent geassing people all the time after his geass lost control. (In Britannia chapter.)

But Rolo can activate his geass as soon as he wants to. So his geass activated first.
In that scene, the red light (geass) flows from Rolo's side to Rai's side, which means Rai didn't have a chance to say his order before Rolo froze him.
