Maybe the first time was a fluke, but this is the SECOND TIME Lelouch has looked DIRECTLY at Rolo with his geass!eye and Rolo hasn't been affected. WTF? Did Lelouch use his geass on Rolo already? I can't fathom what it could be for, since Rolo is already so devoted to him...

The difference is Lelouch wasn't ordering Rolo to do anything (i.e. "Good job" does not really translate to a command). I don't think Rolo's looking him directly in the eye when he starts suggesting the massacre of the cult. The question Lelouch posed to Euphie was structured accidentally as a command. Sort of like "even if I ordered you to kill all Japanese people*Geass kicks in*

Rolo wasn't affected because Lulu didn't make any commands. He was just talking about what he was planning to do next...using words...none of which (in Japanese) were in the command/imperative form.
