Maybe the first time was a fluke, but this is the SECOND TIME Lelouch has looked DIRECTLY at Rolo with his geass!eye and Rolo hasn't been affected. WTF? Did Lelouch use his geass on Rolo already? I can't fathom what it could be for, since Rolo is already so devoted to him...

But with the Euphie thing, he was talking about how he could order someone to do anything, so it affecting her kind of makes sense.

I can order people to do things, such as "kill Japanese".
There's an order in the bracket.
It's about Japanese grammer. One of the many tenses in verbs is "request tense" (something like that. I don't know the proper term). And Lelouch used that tense when making examples.

Now that he know his geass is permately on, he can avoid giving orders by not saying anything in request tense at all.

In Lost Colors, that's how Rai prevent geassing people all the time after his geass lost control. (In Britannia chapter.)
