Euphie. . . I bawled my eyes out at her death, and I was pretty ambivalent toward her character from the beginning. Echoing the other people in saying that hers was the most tragic. The whole situation was just so unbelievably awful, for everyone involved.
Shirley and Rolo were about on par for me. Rolo made me mad a lot, but eventually he really did pull it together and the earnestness of his feelings for Lelouch touched me in the end - the same for Shirley, actually. I don't think I really cried so much when they died, but I shed a few tears.

As I see it, Euphie and Lelouch both died -- ultimately, though Euphie's death wasn't obviously so when it happened -- for the sake of the greater good and I think denying that would cheapen their sacrifices. Euphie's death was probably more upsetting because of Suzaku's reaction, whereas Lelouch's death was one of most amazing moments in the whole series. Neither were what I'd call 'heartbreaking'. They were sad, but they left me feeling fulfilled, in a way. And I say that as a huge fan of them both.
As for Shirley, I don't know that I ever understood what she contributed to the show and her death felt very hollow to me. I guess this is what the Shirley fans feel in regard to Rolo, but that's just one way of watching this series. I think it'd be a rare person who would mourn them both in the same way.

But mostly because Lelouch begged both of them not to die. Well... with Rolo he was just "Stop --- what are you doing?" With Shirley he was really "DON'T DIE!!!!!"
It's all because of his reaction, dammit, that I felt sad for Shirley dying...

Most Epic: Lelouch (I love him but he died happily after everything went according to plan/Ok.. and I don't believe he actually died)
Most Pitiful: Rolo (he hardly knew love...;_;)
Most Heartbreaking: Shirley (twist of fate, loss of a dear friend and someone who loved you purely)
However,
Most Heartwrenching: Nunnally. The one alive actually broke my heart more than those who died. I always cry when I hear Nunnally cry. Even now.

Lelouch's own 'death' also made me wince. Also Euphie's wasn't heart wrenching but it was definitely sad.
Couldn't care less about Rolo. He was just a filler character.

I loved Euphie, and her death was tragic and horrible, but It was also one of the parts of the series that made me go, "HOLY SHIT THIS IS AWESOME." It was the first time Lelouch fucked up SO horribly, and it was shocking as hell that they actually had Euphie massacre a bunch of Japanese people and then had Lelouch shoot her down in front of Suzaku.
That was a pretty integral part to the series, and really weighed heavily on how the rest of it played out.
As for Shirley, it really didn't contribute a lot to the overall plot, it was just pretty random and tragic, and a pretty devastating blow to Lelouch. Although I think it's better that she wasn't around for the end, because I don't think she could've dealt with how things ended for Lelouch. Shirley was such a sweetheart and died in such a senseless way. T_T And Lelouch actually wanted to distance her to keep her out of harm's way, and the way he failed was terribly heartbreaking to me.
